A popular way to manage weeds in your yard is by applying a Pre-emergent herbicide.  The time to do it is Feb-March for central Texas.

What is it? 

Applying Pre-emergent herbicides creates a barrier that, when seeds germinate underground – pass through and are eliminated.

What about desirable plants or turf? 

Leave at least 3 months to apply new seeds after putting the pre-emergent down.  Typical grasses and turfs in central Texas germinate when the weather gets warmer – usually May/June.  This is another reason why NOW is the time to put the pre-emergent down:  allow enough time to pass before you seed.
